After making my Federal estimated tax spreadsheet to spit out the estimated payments I'd need to make, I set work on the California state tax one. To my surprise California's calculations are totally different. Federal taxes requires four equal 25% payments, while California requires the first payment to be 30%, the second payment to be 40%, the third payment is 100% optional ($0 is required), and the fourth payment is 30%.
I've parsed out Form FTB-5805 line by line in my spreadsheet and have tested it extensively, using California's Annualized Income Installment Method Schedule.

Instructions

Make a copy for each new year from the template.
Put in your tax brackets. I have the single tax brackets, if you're married, you'll have some work to do to put in the married tax brackets. Put your YTD date income for each "quarter", the first 3 months of income, the first 5 months of income, the first 8 months of income, then finally in December your total income. You'll do this 15 days before the estimated taxes are due at each quarter and put your ACTUAL income received.
Save this spreadsheet and refer to it at tax return time. You'll have to enter the same numbers you estimated in your tax program of choice for the annualized income method.
You'll probably want to save this spreadsheet for 7 years with your tax return in case you're ever audited to show that you did the worksheet. My spreadsheet puts every number into the worksheet for you.
Enjoy saving money of having to hire a CPA year round to do the busy work by hand and tell you how much estimated taxes you owe.

Limitations

AMT. I have no friggen clue how California AMT works. I was surprised to learn that California has AMT for their state taxes going through the form. I can't find any documentation for individual tax payer AMT rates, only that corporate rates are 6.65%. It looks like it just possibly disallows deductions for individual tax payers. For all intents and purposes it seems like you're unlikely to owe AMT until you're above $1 million annual income, at that point you probably should hire a CPA.
If you figure your AMT adjustment correctly my spreadsheet will use that number. You'll have to enter it in Cell F65 on each quarter spreadsheet to be used. In my testing of the spreadsheet's income/etc it seems like AMT didn't pop up at all in TaxAct up to $1m AGI.
AGI > 1,000,000. California has strict rules that you must pay 90% of your CURRENT YEAR total tax due if your AGI ends up being above one million. So if you're lucky and win a $250,000 lottery ticket in the first quarter, well using the annualized method it multiplies that by 4, and expects your annualized income to be $1 million for the year, and it spits out a $28,888 first quarter safe harbor tax payment. If your total income is only $250k for the year then your total tax will be $19,945 and $28,888 will be a over payment.
In an abundance of caution, my spreadsheet will spit out the safe harbor number based on the California Annualized AGI for that quarter, which for this example is $28,888.
If you didn't pay that $28,888 and say in Q4 had a surprise taxable $750,000 of income come in, you'll be hit with a ton of penalties still with the annualized method. California does not mess around, you'll be hit with 3% on that $28,888 if you didn't pay it, plus 6% APR interest until it's paid calculated by the day. In my testing TaxAct spit out around $2,000 in penalties for not paying that $28,888 on the first CA estimated tax payment on a 2019 return. If you paid that $28,888 then $0 penalties.
It's on your own risk if you want to pay a lower amount than the annualized safe harbor amount. If you KNOW you'll be under $1m for the year then you'll be fine. My advice is to just pay the safe harbor amount the spreadsheet says even if you're a bit over-withheld.
Also, in my test case, if you have $200k come in Q1 or so, under the $1m AGI annualized threshold, then go over $1m in Q4, despite what California's forms tell you to pay estimated taxes on, I'm still looking at $800-$1k of penalties in Tax Act. My suggestion is to pay over the safe harbor minimum if it's likely you could have surprise income in Q4 that pushes you over $1m.
Finally, if you realize all your income in Q4 and pay the minimums my spreadsheet spits out, you're getting hit with really small penalties like $20 on $100k. I'd suggest to just pay at least 90%, if not 100% as you'd have to eventually.

Disclaimers

I'm not a CPA. I've only tested this for my expected situation of SSDI(which is state tax free :D), ordinary income, dividends, qualified dividends, short term capital gains, and long term capital gains(sadly these are taxed up to 13% in California :(). I've tested this with CA 2019 tax brackets and a 2019 CA Tax Act Return. California is generating a $0 penalty in my cases.
I also tested $1m+ AGI test cases extensively and my spreadsheet spits out $0 penalties, but still - I'm not a CPA.

How this spreadsheet applies to FIRE

We're more likely to retire early, and our income is based off our portfolios, and we may have uneven income in a year (say withdrawing $40k extra from stocks in June to fix a roof.) FIREing doesn't give us much withholding opportunities either - so we're either paying estimated taxes or doing 60-day rollovers of 100% withholding IRA withdrawals. Another poster a few days ago was asking how to estimate such taxes and so I decided to post this today! :)
Even if you're employed you still may want to make estimated payments if you have huge wins in the stock market, etc.

My dad is probably a narcisist, but it feels wrong to say it. [long post]

So long story of my life, don't even know where to begin. Partially because I've repressed everything since before I was 10 and even then everything is hazy until about 13/14. Which is pretty bad considering I'm 17.
Going in chronological order, my dad was an alcoholic even before I was born, up to where he apparently ruined my first Christmas by being drunk and treating my mom and me horribly. She told him to either stop drinking or get out. Unfortunately for us all, he chose to stay.
After a while in second grade, my mom pulled me out of school to homeschool me. (The final straw for this was me not being allowed to read any books beyond what they considered the other kid's reading levels even though I read way beyond that. The highest book they had was a "girly" book about something or other, which my mom freaked out about. Joke's on them, I'm trans.) This has led to me not having a single normal person to talk to my entire life, a crippling fear of talking to anyone ever, and not knowing even basic information because of poor "schooling." My dad was in the army and was on loads of pain meds, and we got disability from the government because of it.
So because of this, none of us ever had to go anywhere or leave the house. My mom was too lax on the actual "school" part of homeschooling, most days I did nothing but have my brain rot while watching the same TV shows over and over and over. All on PBS because my parents were strictly against anything else really, except maybe Cartoon Network. Even now I'm not allowed to buy "violent" video games.
My brother (4 years younger than me, currently 13) does the same thing to this day. It's kind of sad seeing him have no hobbies or motivation to do anything but watch literally the same 5 shows and never try anything new, but him being a smaller, less subtle version of my dad makes me a lot less sympathetic.
At around 10 I realized this wasn't good, and started actually trying to learn. Not well and not much considering how little I was used to doing, but I had some motivation to do something, some goal beyond "watch the same TV show for the 50th time." I had to beg my mom to let me join a forum during this time, and it took 6 months for her to give in. This was the first time I had contact with the outside world since I was about 6 or so?
I posted some basic embarrassing kid stuff, nothing out of the ordinary. But I remember being psyched about some minor argument happening, and I told my dad it was really funny. He freaked out, I shouldn't get involved with internet people because they're scary and might come to the house to kill us. He maintains this belief to this day of course.
This was the first and last time I'd ever voluntarily let anyone know what I'm doing online. I always tried to sit in a way that blocked out most of the screen, would switch to new tabs just so people couldn't see what I was reading, and to this day that remains even if it's something perfectly innocent.
One time my mom caught me reading the off-topic section of the forum about real life stuff, and she saw the word "asexual." This is unacceptable. She immediately says I can't go back there until she's looked into this because the content isn't suitable for kids. Thanks mom, for teaching me queer people are inappropriate and I shouldn't think about them. Really helped me have huge anxiety about coming out 4 years later.
She eventually relented and said I could keep using the forum, but only if I avoided the off-topic/memes section. Which was the most active and important part of the place. I disobeyed this, which made me really have something to try and hide.
Sometime around then (or maybe before? Like I said, I have almost no memories, this is basically a guess.) my mom decided we needed a hobby, and got us into the Pokemon TCG. We played competitively for years, spent lots of money on decks, and it was okay for a while. But my brother is extraordinarily lucky, and he just kept winning. Which cemented how he really was better than me in every single way like I was (indirectly) told. I tried and tried, I played so many decks and so many strategies and thought of the game a lot, but I could never do it. I couldn't ever beat him, and in tournaments I always placed just below the spots that would have gotten prizes. The one time I came in first place, I didn't get a single prize, because "oops we're out, no trophy for you." That trophy was all I wanted for years, even if it was just for a little city championship. My brother, by contrast, has 4 of these 1st place trophies. It was at this point I didn't want to go anymore, but I had to because in this house, fun is mandatory.
We traveled for tournaments just so my brother could get points to work to getting to the world championships. We lived in Las Vegas, which was a pretty awful place for tournaments. California, however, had loads of tournaments everywhere. We frequently did road trips to them there. My almost-but-not-quite-good-enough success continued forever. My brother got loads of points, winning left right and center, and heaps of praise. In 2015, he got enough points to qualify for Worlds. Which was in Boston. This has led to the point of my life I have dubbed The Road Trip From Hell™
We traveled from Las Vegas to Boston over the course of 2 weeks. I remember my dad flying out early because he was planning something for his "business" which he has been trying to launch since literally before I was born, and still isn't a step closer to actually doing anything with other than blowing our money. So me, my mom, and my brother traveled across the entire country, with the car packed full the entire way. That part was okay. The problem was when we met up with my dad again. This is when I began to realize he was the problem in the family. He went bonkers, and we had no way to get away from him. He would rant and rave like he usually did, but even more frequently. We were locked up into cramped hotel rooms and the car for hours at a time, and we'd have to endure the entire time. He also suffered a major car accident in 2012, which majorly injured his back. He was in pain from having to sit in the car for hours, and this made him even worse.
My brother made it to the 2nd day of Worlds, and after that we went to New Jersey for "business reasons," which still haven't done anything. We lived in a house on the military base for about a month at this point I seem to recall. I know we were there in January of 2016 at least, because that was when the big snowstorm hit, trapping us further right when we wanted to leave.
This whole house reeked of cigarette smoke after approximately 4 hours. My dad smokes like a chimney, and wouldn't even consider going outside. Even though just the slightest whiff of smoke gives me a tremendous headache. After about 3 days I was in constant pain and felt like I had the worst cold of my life. Every time he was asked for some basic decency, he just said to get over it, it's just a bit of smoke. I spent most of my days locked in my room with the window open. In the dead of winter. Yeah, it was a bit cold.
After the blizzard, we went/were forced to go have fun and play in the snow. Within less than 5 minutes, I somehow managed to cut up my foot real badly, through my boots. My foot was swelling up, it hurt a lot, I had to try and put it in warm water which hurt worse, generally not fun. Anyway while stuck in bed I stumbled across articles by trans people and realized I was trans, and now I had something else to hide from my parents because of my mom imprinting on me that queer people aren't appropriate. I remember talking to the one single person online who was the closest thing I had to a friend at a time, and telling them I wished I was in any other family.
Wow this is tangenty at this point. Getting back on track, snow cleared, we left, my dad was having a fit over something I can't even remember. He was in an awful mood the entire way and arguing with us all. He kept treating us all horribly, he eventually locked himself in a room in the next hotel. We were all walking on eggshells around him at this point, the next day was no better. He would insult us all, made us haul all billion suitcases he brought because he's a hoarder, etc. Near the end of the day, we went through Tennessee, and it was the worst rainstorm I've ever seen. You'd think you were underwater. My dad is screaming at my mom "FIND THE NEAREST HOTEL GOD DAMN YOU. WE NEED TO GET OUT OF THIS. IF WE DIE THIS IS ALL YOUR FAULT." Which is a good, calming thing to hear on a vacation. The screaming and verbal abuse continued until she eventually found one, and we pulled in. The hotel was unsatisfactory and he complained about it the entire time. I don't remember what set it off, but they argued over something again, and my dad said he'd divorce my mom and it all was a very real possibility. I felt guilty because the only reason I wanted him around was because with his income neither of them had to go to work. Still true to be honest, just don't feel as guilty about it now.
He continued shouting abuse at us every second of the day, we had no escape, I remember wishing I was dead multiple times. I remember the final day, we drove straight through the night, and we got home just a bit after sunrise. I was so relived I could have a door between me and him now.
Life gets worse for about a year, I'm enrolled in an online school, my dad begins drinking again. He would play loud music at top volume in the room right next to us the entire time, and would tell us all to fuck ourselves if we politely asked him to turn it down.
He continued at about the normal level of awful for a while, denied that I needed to see a therapist because "real men" don't. He doesn't believe in mental health and believes doctors are for wimps. Except if it's him, then he's justified. But if anyone else is they need to shut up and get over themselves.
And then, Trump got elected. My dad's political opinions are... interesting. He claims to be super far left, hates the democrats because they're spineless, hates the republicans because they're evil, hates centrists/3rd parties just because he's convinced he's the smartest person in the universe. And yet he's actually not very left on most issues, and is pretty far right on LGBTQ+ issues. And POC issues. And immigration issues. And basically everything. He decides this means the end of the country, we have to move to a new country. In 2017, we move to Germany, my mom's home country. Right before this, I came out to them. Big mistake, but let's just say my dad isn't as supportive as he thinks he is, and refuses to listen when I tell him he's not. He believes he knows more about trans people than I do, and he's said as much to me.
Now, I don't know a word of German. I've lived here about 2 years at this point, and I still can hardly speak it, even if I understand almost everything. The decision to move here is quite frankly the worst decision he's ever made for my life, even higher than not leaving my mom when I was 1. I will resent him forever and I want nothing more to move to an English-speaking country where I'd have some hope of being able to talk to people.
I'm now trapped here, unable to go out and speak to people, unable to get a job to save up money to get out of here, and have at least 4 more years of living here with them thanks to the German education system not starting College until after 13th grade, and me being a grade behind where I should be after the year of Intensiveklasse to learn German. None of my classmates like me, all of them avoid me at all costs and don't speak to me unless forced to. I come home from school and am immediately subjected to hell from my dad again. 1/10, do not recommend.
This is where the fun part begins, because this is where I actually have memories from this point on. So, my dad is strictly /PhonesAreBad and in general technology will kill us all tomorrow, Skynet is rising up right this second. He believes a lot of conspiracies, this is just the tip of the iceberg. Anyway, I've found a great and supportive group of people online and they're my only actual friends I've ever had. My dad doesn't like this, because as mentioned earlier, "everyone on the internet is out to kill you and nobody is who they say they are." He frequently threatens to force me to reduce the time I spend online just because he can't comprehend that technology could do anything but ruin my mind (which is also the reason I'm trans, because I'm an impressionable idiot) as I stare mindlessly at a screen for hours. Ironically, looking at his Twitter, he copy/pastes the exact same Tweet (and this is not an exaggeration, I counted) over 100 times, to completely random people. He does this frequently.
He also frequently demands that "we need to talk" and then tells me how actually, I'm not trans because [alt-right propaganda of the day]. He has flat out refused to listen to me when told he's wrong. I can send him dozens of scientific sources for anything, doesn't matter, it's all fake. Ihatewomenandminorities.com is infinitely more trustworthy.
There are some highlights of this, which are all pretty hilarious in a depressing "oh my god how can someone like this exist" sense.
He's also told me that I'm literally going to be responsible for WWIII. Now, you're probably wondering what prompted this. It's because I payed for shipping on a package. See, I payed for import tax for something from the US. This is unacceptable, because he didn't think about this. So he yelled at me for "letting people walk all over [me]." I'm apparently a spineless coward for not refusing my package I spent $75 on and having it sent back, and wasting all that money. I ask him what the solution is then. "Don't play their stupid games. Refuse to pay it, make a stand. If you let them keep charging people then it'll just get worse." Somehow my mom says something, and he loses his mind about how sometimes packages are held at the post office when you're not there to sign for delivery. "STOP MAKING EXCUSES. These people know exactly what they're doing. They're inconveniencing you and me and everyone, making us waste time. This is all their plan. Now they save on gas and time and it's on you to get your stuff! The only way to win is to not play." He was asked if this means just wasting money and having our stuff shipped back, he angrily tells us it is.
Literally everything is going to start WWIII according to him to. I actually typed down what he was saying as he was saying it, so I know I'm not misremembering is as worse than it was. Behold, full, unedited thoughts from his rapidly decomposing brain:
"THEY WERE WARNED!" And "THIS IS WHAT THE GOVERNMENT DEMANDS YOU GET RID OF ALL YOUR FREEDOM FOR! THEY DON'T EVEN ACT ON THE INFORMATION! WE'RE GOING TO START A WAR! I HOPE YOU'RE HAPPY GOING ON THESE INTERNET SITES AND GIVING AWAY YOUR RIGHTS, YOU'RE GOING TO BE THE ONES FIGHTING IN THE WAR OVER THIS!!!!!"
He then said "I talked to this Muslim guy when we were in England, he taught me what they think."
I was literally there in the cab with him, the guy taught him a little bit about the religion that he didn't know. His memory has apparently warped this into him saying "Muslims hate all the infidels and want nothing more than to destroy the universe" apparently. Then my dad says "nuke 'em or move [all the troops] out, let them rot in their 15th century countries" God, what a great military mind. Let's nuke the whole middle east, fuck the innocents, KILL EM ALL, FUCK YEAH, AMERICA MANLY BADASS COOL MAN DUDE
And of course he still thinks he's a Good Liberal and very nice and compassionate and smart.
He also spends way too much money on stupid things. He bought a $3k camera about a year ago, and has used it exactly one time. Every single picture he took is super blurry and horrible. If anyone else spent so much money on stupid things they never use, they'd never hear the end of it.
He seems to think we're made of money, and thinks "we'll just win the lottery" is a viable financial strategy. My mom, the only one with any form of sense in the relationship, is responsible for all the bills/finance and basically everything. If she asks him to not waste money he just says "no, it's fine, just cut back." We're expected to make sacrifices so he can buy 3k cameras and such which he will literally never use.
He's also tried to ban a language. See, he's decided we need to practice more German. The way to do this is outlaw speaking English at home or anywhere ever. He's 100% serious about this. I don't even know what I'll do if I'm not allowed to speak any more.
He's also very aggressive in telling me that I have to go to college. I always planned on it, but the way he treats it is like I said I'd never go and would drop out of school tomorrow. He freaked out when I was forcibly put in the "elective" which teaches people what to do if they want to leave school/get a job. Because apparently I'm such a weak-willed idiot that just hearing differing views makes me believe that's what I should do. Everyone in the universe is out to brainwash me against him. Apparently he went into the military to secure college benefits for his kids, so I owe it to him to go and I literally have no choice and if I don't like it, tough.
He also insists he'd never kick me out of our house (he was kicked out at 16). But then he flat out told me "don't ever use that tone of voice on me again. I deserve respect. If you can't follow basic rules, then you better find somewhere else to live." He later "apologized" in private and said he didn't mean it, then implied the exact same thing again.
My brother is the golden child, and takes after my dad. He does absolutely nothing for himself, he literally doesn't get up from the couch to get himself water. He instead harasses my mom until she gives in and just gets it for him. My dad keeps telling us "you guys need to do more for yourself" but what he means is I need to, my brother can continue doing whatever he likes. My brother gets good grades in school, literally the top of his class in almost everything. I get a 2 (equivalent to a B here) and get endlessly mocked by him for being stupid. Often right in front of my parent's faces. They do nothing. If I ever say anything back against his literally never-ending abuse, I am instantly the bad one here, and the fight is my fault. He could literally tell my I'm a failure to my face and nobody would do anything about it. I know because it's happened multiple times.
My dad's most narcissistic moment is declaring that he will write "the 3rd Bible" and solve all the world's problems. Not exaggerating in the slightest, he is 100% serious.
We were having a normal dinner, when he suddenly begins one of the usual "apocalypse tomorrow, blame yourself for using the internet" rants. Somehow, through a line of logic I will never understand as long as I live, he begins talking about the 3rd Bible. He thinks that if he writes a 3rd bible and tells people what to do, somehow this will convince every single religious person on the planet to convert to this absolutely insane thing.
My mom, who is pretty sane all things considered, asks how the hell people are going to be convinced, considering a new Bible springing up in the 21st century is... suspicious? Sounds like a complete scam? And above all, fucking stupid? Well no, apparently my dad just thinks everyone will see this, and will have a genius revelation that he's right, and terrorism/discrimination will end forever. I, against my better judgement, tell him scam artists have done he exact same thing already. Big mistake. I am an idiot, and this is different, because he's very smart and people will see the truth in it. He further goes on to clarify that he's not religious, and doesn't believe he's the reincarnation of Jesus or anything. He just plans on using this religion to achieve world peace. Which is apparently perfectly sane.
He's asked who will write this book. "Oh, I won't, that's your guy's jobs. I can't write it, but I can give the ideas. It's important to the future that we get this book out there." He just casually tells me that I'm going to write his shitty book for him, when it's the single dumbest thing I've ever heard.
He's asked how one book will do this. He goes absolutely off his rocker insane, and this remains the single dumbest thing I've ever heard a single person ever say. "Well, see, people only use 10% of their brains. Just imagine if everyone was thinking about the same thing at once, we would all use the same psychic energy, and who knows what would be possible then." I literally am trying to hold back laughter, with limited success. I tell him there's no evidence that psychic abilities exist, almost keeping a straight face. "Well, then explain fish then," he says with a smug look. Fucking excuse me? "How else do schools of fish swim in harmony then?" he explains. "Look at them, they're all doing the same things at the same times." I'm wondering if I'm even alive or dreaming or what at this point. "Animals are smarter than we believe, you know. Birds are smart and yet we call people bird brain. You can learn a lot from animals." That is word-for-word what he said, I'm not making a word of this up. I literally can not believe someone could say something like this, let alone the man who is convinced he's the smartest person in the universe.
TL;DR: my dad is an idiot but not really outright narcissistic, especially compared to stories here. Not sure what to do about it since I can't speak the same language as most of the country and can't get a job thanks to being irrevocably mentally fucked up by all this.

United Technologies – United Technologies and Raytheon have announced a stock swap merger. Raytheon shareholders will receive 2.3348 shares for every share they now own, and the new company will be known as Raytheon Technologies.

State of CA: Franchise Tax Board: Court Order Demand for Payment Overdue Traffic Ticket. Please advise.

I got a speeding ticket last year December 2016. I waited for the San Diego Court mail to arrive but I didn’t get it rendering me past dew & failure to appear in court. I did not get the option to extend the appearance date nor request a monthly installment option. As a result a $300 Civil Assessment was imposed and is now transferred to Alliance One collection agency. The total amount due is $846.00.
I’m currently under heavy financial burden/crisis. I’m currently unemployed - no stable income. I’m struggling right now as a self-employed delivery/courier to make ends meet. My bank account balance is almost always below $50. I have no savings or emergency funds. I don’t have any property except for a car that has 60,000 miles depreciation but I still owe $24,000 on it because of the high interest rate.
My car registration is expired for almost 6 months now due to inability to pay $894 (Accumulated parking tickets x3 last year)
My car payment is $675/month and I’m behind by 2 months.
My car lien holder lender is threatening repossession every month now.
My auto insurance is $200/month and I’m behind by 1 month.
My rent is $500/month and I’m behind by 1 month.
Since I drive for a living I’m on the road everyday. As a result I get cited far more often and right now I’m paying 2 other traffic tickets at $35/month each.
The Franchise Tax Board issued the following warning if I don’t make the full payment in 10 days:
Garnish your wages or other sources of income
Attach your bank account
Seize and sell your real or personal property
File a lien to attach to all real property you own or may acquire in California
Attach your California state income tax refund or lottery winnings.
Partial payment will not stop collection action. If payment in full creates an undue hardship call us at (916) 845–4064.
I haven’t contacted them and it’s already been a week since I got the letter. For starters, I don’t even know what to say when I call them or whether they will hear my plea and my situation.
I’m very deep in debt and struggling right now. I don’t even know what to do anymore. I have no college degree and I have no one that can help me financially. I’m feeling very depressed and suicidal.
What can I do? What can the Franchise Tax Board do to someone in my situation? Will they take my car? Suspend my drivers license? Warrant for arrest? Please help.

MY QUESTION TO HIM:
I would like to raffle off a $50 Steam gift card whenever I meet certain follower goals, such as every 1,000 followers. In order to participate and win, followers have to purchase a ticket using virtual currency (and tickets are expensive). Virtual currency is earned based on how long they are in my chat with different rates for being online or offline and if they're a GameWisp subscriber of if they've sent me tips. Is this a legal giveaway?

THE FOLLOWING IS NOT LEGAL ADVICE AND IS INTENDED FOR ENTERTAINMENT PURPOSES ONLY. LAWS VARY FROM STATE TO STATE AND COUNTRY TO COUNTRY. DO NOT OPERATE ANY SWEEPSTAKES, CONTEST, GIVEAWAY, LOTTERY, RAFFLE, OR GAME OF CHANCE WITHOUT FIRST CONSULTING AN ATTORNEY LICENSED IN YOUR COUNTRY AND LOCAL JURISDICTIONS.***
There are a few things here that raise alarm bells in my head. First I'll describe in general how US law views things like this. Then I'll tell you what I would do to mitigate risk.
There is no legal definition of a "giveaway" in the US or California. The correct term is a sweepstakes or contest. The law in the US takes into consideration the following when analyzing sweepstakes, contests, and lotteries for legality and civil restrictions: consideration, selection of a winner, and the prize.
  1. Consideration is any substantial investment of time, money, or resources in order to participate, such as charging an entry fee or requiring someone be a member of a club or organization for a period of time. This can be mitigated when using virtual currency as long as it is done equally and fairly (see below).
  2. How do you pick the winner? Is the winner selected at random by chance or must the entrant use or demonstrate a specific skill which is then judged to determine a winner? If random, then I am running a sweepstakes and I should call it a sweepstakes to avoid legal confusion. If it is skill based, I am running a contest (like American Idol). Both of these are generally legal as long as I avoid item #1 above.
  3. The prize should not be cash or some form of real currency (such as a pre-loaded debit card or a gift card that is not limited to a particular retailer). I can use a gift card as a prize if it is locked to a particular retailer but will avoid anything else that even smells of cash.
Here are some things that I might do if I were running my own sweepstakes on my own Twitch channel with virtual currency:
  1. Call it a sweepstakes and not a giveaway, contest, raffle, lotto, or game.
  2. Do not call my virtual currency gold, coin, currency, money, or anything that might confuse it with any real-world currency or method of payment (check, money orders, credit cards, etc). If in doubt I'll use a nonsense word like "floogals" or something unrelated such as "ghosts".
  3. Prizes cannot be $100 or more in intrinsic value per winner. If I run any sweepstakes more than once per calendar year, previous winners in that year cannot win again or I may run up against this limit on a per-person basis. If anyone wins $100 or more in a sweepstakes, there might be federal, state, and local tax and gaming regulations that come into play that I will not want to deal with, especially because I would have to manage this with all 50 states.
  4. Myself, my moderators, co-workers, family, or anyone else that participates in the administration of my channel, bots, stream, or sweepstakes cannot be eligible to win. This is an ethical constraint more than a legal one because people can and will sue for any perceived slight.
  5. There must be a way for everyone to obtain at least one entry without having to invest significant time, money, or resources. My virtual currency cannot be used for this first entry because the currency is obtained through a significant investment of time. I must offer everyone at least 1 entry that requires no virtual currency to be spent. I might require additional actions, such as being in chat at the time of the drawing or following my stream or Twitter account to gain this "free" entry, as long as it does not require them to spend money (donate or subscribe to your channel, for example) or spend significant time to do it. Clicking a button is not considered significant time, nor is being in chat on a pre-announced (announce every day for 3 or 4 days ahead of time using all of your communication channels) date and time.
  6. I may "sell" additional entries using your virtual currency. I am limited, however, in how I can dispense this currency and how the currency can be used.
  7. Create a clear set of rules.
My sweepstakes rules will include the following:
HOW I WOULD IMPLEMENT VIRTUAL CURRENCY
If I'm not using virtual currency to purchase entries or in any way effect the outcome, it doesn't matter what I do with it as gambling and lottery laws do not apply to virtual currency used to purchase or play games of chance that only offer virtual prizes and neither can be exchanged for real money or goods. Again, not legal advice, but if I were using virtual currency in my Twitch channel, this is what I'd probably do:
  1. Do not allow anyone to purchase virtual currency with real money. Donations or subscriptions that give a one time bonus are prohibited because this would give the donor or subscriber an unfair advantage in the sweepstakes directly linked to how much money they have paid.
  2. Do not allow people to gift, sell, or exchange virtual currency with other people (this opens up an illegal secondary market).
  3. Do not allow people to use your virtual currency to buy anything with intrinsic real-world value or use it in combination with any other company, service, game, or streamer unless how the virtual currency is dispensed and managed is entirely under my control and I disclose in my rules the third-parties, including a valid mailing address for each one.
  4. People cannot earn my virtual currency at different rates; donors, subscribers, even "regulars" cannot have an unfair advantage over those who did not spend real money or invest real time.
  5. I can reward people with virtual currency bonuses as long as it is not in anyway related to real money or a significant time investment. GOOD: rewards for following the stream, following on Twitter, or subscribing on Youtube. BAD: rewards for watching a video or advertisement or buying a third-party service or product because that requires either an investment of time or money.
  6. Any virtual currency rewards cannot be different based on the class of the viewer (donors, subscribers, regulars, etc). Rewards can be randomly given out to individual viewers as long as everyone present has an equal chance to win the reward.
  7. There is a fixed price of virtual currency for 1 entry and this is the same for everyone; I cannot charge a different rate to donors or subscribers or any other class of participant as this would give them an unfair advantage.
  8. Viewers may play games of chance using virtual currency as long as these games are available to all who have the minimum required amount of virtual currency to initiate the game. I cannot allow subscribers to play certain games that non-subscribers cannot, as they will have an unfair advantage.
  9. Any games of chance using virtual currency must have the same odds to win regardless of the class of viewer playing the game. These odds must posted publicly somewhere, as well as basic information on how the game is played and how winners are selected (must be random/chance). If I want to avoid any potential trouble, these games of chance should be free (cost no virtual currency) and only reward, not remove currency (no reward is acceptable as well).
TL;DR
With sweepstakes, the important concept is to never give any person an unfair advantage over another.
  1. Make the rules and requirements to enter and win available to the public at large.
  2. Everyone should get 1 free entry without spending virtual currency.
  3. Virtual currency is dispensed at the same rate for all viewers regardless of class.
  4. Virtual currency rewards are offered to and are the same amount for all viewers regardless of class.
  5. Virtual currency cannot be exchanged for real money or goods or traded among viewers.
  6. All viewers regardless of class must be able to purchase additional entries at the same price using virtual currency.
  7. Games of chance using virtual currency are available to and give rewards in the same amounts with the same odds to all viewers regardless of class.
  8. Do not reward donors or subscribers with virtual currency and do not let them earn virtual currency at higher rates than any other viewer.
  9. People involved with running or moderating Twitch, the stream, the bot, the chat, and/or the sweepstakes is prohibited from winning.

How To Buy a Humvee PART 1: Where to buy and what to do.

Disclaimer:
You are about to read about my entire experience of buying a military surplus HMMWV (humvee) from Govplanet.com. I should mention that I am a civilian. I was never able to serve in the military for health reasons. Because of this, I'm offering views and opinions from the perspective of someone who was initially a total stranger to the humvee.
Be warned, this post is a novel. You won't find a "tldr;" anywhere here. The paragraph you're now reading is as close to a "tldr;" as you'll find. I've written the article this way for the two following reasons.
First and foremost, the process of buying a government surplus humvee from Govplanet.com is somewhat extended although reasonably simple. There are multiple steps to take in order successfully complete the process. It would take quite a bit of writing just to explain everything and give advice on what to expect in the most summarized way possible. If it is going to be a fairly long story, let's make it a long story with some meat on its bones. I was really hungry for information about this process before I set out to do it. I figure others might be as well. I'm writing the article I would have wanted to read before setting out on this whole grand adventure.
Secondly, (not trying to be a jerk here) if you don't have the patience to read through a fairly long article, you probably won't have the patience you would need to go through the process of buying a humvee through Govplanet. It's seriously not for everybody. Buying a government surplus humvee or any other EUC (end use certificate) related item is definitely not for the "instant gratification" crowd. Unless these types of people have the means to enjoy a chemically induced coma for three months after making the purchase, they're gonna have a bad time. This process will define delayed gratification. If I haven't scared you off by now, read on brave souls!
Most of this article is loosely intended to be instructional in nature, but you'll also find many of my opinions about the experience. Occasionally I'll wander off into generally telling the story of what happened. My intent is more to offer familiarization and insight as opposed to step by step instructions. I've also tried to make this article as illustrated as possible. For those explicitly seeking instructions, Govplanet has a great FAQ. They provide very clear step-by-step instructions in the official emails they will send to your registered email. Before you can do anything other than browsing, you'll need to sign up with Govplanet to get an account. You'll need it in order to save searches or to do any bidding. You will be able to view the live auctions without an account, but you won't be able to bid.
I've included actual price figures for my particular humvee. I've also tried to provide samples of particular documents as a means of additional familiarization. As I'll mention later, I can't offer an opinion on everything. For example, I decided to pick the vehicle up myself vs. having it shipped. Also, I paid cash vs. taking advantage of Govplanet's offer to finance.
If this is already starting to sound like something you're not going to be interested in, another option is to check out www.planbsupply.com. They will sell you a military humvee that will be in great shape. It will be titled for on-road use, it will have been inspected and given a basic tune-up. They offer hard tops and hard doors that are both made in-house. (Their hard top and roof products are definitely not military spec by any means, but somewhat similar in nature.) You will not have to endure the soul deadening wait time for EUC approval. What's the catch? They charge at least double to often triple what you can buy the humvee for yourself at Govplanet. Their pricing is honestly somewhere between shameless and outrageous. Their claims to make these trucks as affordable as possible are laughable. They compare their price point to buying brand new pickup and call it "affordable". For some, it might be a really good option. For me, $28,000 isn't affordable. Besides, the almost supernatural off-road capabilities of the humvee were more than worth the unpleasant parts of the process that I went through. I'm not going to kid around about it, there is a particularly unpleasant part of this process. It involves waiting three months AFTER you purchase and pay for your humvee. This is the EUC process that I have been alluding to. I will cover it later on in detail. Everybody has to go through it, but only once. If you ever buy another humvee or other EUC related item, your wait time for approval is something like two to three weeks. In my world, that's the perfect amount of time to arrange a trailer and time off of work.
Ok. So is it really worth it? What's it like to own a humvee? Once the new feeling wears off and you're stuck with it, what has life become? Right off the bat, I really appreciated that my humvee is a blank canvas for me to enjoy filling out to whatever I want it to be. They are also ridiculously fun to drive. I'm not kidding when I say they're in the top three or four "most fun vehicles" to drive of my entire life. Any former military folks will tell you, "Humvees are NOT fast." Conversely, I don't have to stomp the accelerator at red lights just to keep up with traffic. It has sufficient power to move itself around just fine. Still, a hot rod it ain't. That's not saying that it isn't fun to drive. I've owned liter bikes, 500 hp diesel trucks, big block muscle cars and a few really good dirt bikes. This thing still ranks in my personal top three. As far as driving and handling go, it is surprisingly well mannered. The power steering is very good. The steering is pretty tight, althought isn't as precise as a truck with less tire sidewall. You'll have to pay attention to where you're headed just a little bit more, but it's not bad at all. The brakes are absolutely excellent. Even with the tires fully inflated, the ride quality is actually pretty good. My Dodge 1500 was a bit harsher if not a little less bouncy. Visibility is not the best out of the rear of the cab. The small window in the soft top doesn't do much for you, and a cargo cover over the bed makes it even harder to see anything out back. My favorite configuration is doors and cargo cover off with the rear passenger area curtain rolled up. Visibility is actually on par or better when outfitted this way. Fuel economy is something I have yet to discover. I can't keep it out of low range enough to really get a feel for actual driving mpg. Best guess is eleven miles per gallon, but I could be off by three in either direction. There are more levers to throw than you're used to with civilian vehicles. I've gotten in the habit of leaving my brake lights and signals turned on, but not my headlights and marker lights. It's one click right on the top lever of the light switch module. It doesn't drain the batteries and I don't have to remember to turn it on. Leave the top lever in the center position and you're begging to get pulled over because none of your lights are active. I also found out pretty quickly that the bottom left switch needs to be two clicks up for dash lights and only one click up for daytime driving. Leaving it at the bottom position turns on the dash and marker lights but kills the headlight power. I don't know why it's that way, but I'm sure it would make sense if a motor pool guy explained it.
So what else? These trucks definitely have a presence. If you've never been around one, it's hard to explain. They aren't like anything else that you're used to. The tires are massive and the thing is only six feet tall. The ground clearance is positively insane. You can drive right over a standing five gallon bucket with three or four inches to spare! The proportions are very difficult to imagine. This is especially true when you've been staring at photos for months on end. You'll also have to get used to being polite to curious onlookers. I realized pretty quickly that refueling during the daylight hours becomes a social affair with any other gearheads who might be within visual range. So to sum up my answer to the very common question, "What's it like to own one of those things?", my response would definitely be that it's just as much different as awesome.
Now that you have some idea of what it's like to live with a humvee, and you're still here reading this, let's get down to the process of getting yours! To start with, the Govplanet auctions are online only. There is no geographical live auction site to go to and bid. I highly recommend using a desktop or laptop computer with a good internet connection for bidding. A phone or tablet might not be the best. I DEFINITELY recommend heavily researching any specific potential vehicles as well as generally familiarizing yourself with the humvee in an overall sense. If you have the patience to research before you buy, you will have a much better experience. I'd suggest watching every YouTube video you can find that's related to the humvee. The US Army's HMMVW Familiarization series was actually pretty informative. There are lots of off-roading videos that offer a little bit of advice for do's and don'ts. You can glean something from most all of them. I decided to watch the videos from the Billy Magic jackass with the black Afro wig only after I had become extremely desperate for more content. That whole thing annoyed me on an irrational level that I still can't explain. At any rate, you'll want to be able to tell at a glance which engines are the 6.2's and which are the 6.5's. Govplanet is preeeetty good about getting that right, but sometimes they call a 6.5 a 6.2 and vice versa. I'd also recommend knowing the difference between the 60A and 200A alternators. That's a decent bump in value. Look at which wheels are installed. The wheels with the eight bolt outer pattern are the least desirable, but they're totally usable. They are most likely going to have magnesium runflats vs. rubber runflats. They are said to be more prone to leaks as well, but that's Internet hearsay. Take that for what it's worth. The twelve bolt wheels are by far the most common and are my personal preference for that reason. The twenty four bolt wheels are coveted by many and I would definitely enjoy owning a set. Things like knowing the differences between an M998 and an M998A1 are also helpful, but don't make too terribly much practical difference when you actually own the truck. A friend of mine owns an A1 vs my M998. He has one hundred more pounds in his gvwr and a transfer case indicator light among some other very minor differences. They are worth more, so if you're getting out bid pretty quickly, that might be why.
All that said, make sure you have at least three or four good potential vehicles that you would be 100% happy with. I was able to win my third choice when I was bidding. I'm totally happy with it and I have no remorse about it being the one that I ended up with. Still, it was my third choice. I had three whole months of waiting for my EUC to clear (more on that later) which I spent memorizing ever single pixel of all 34 photos that govplanet had posted. You'd hate to be six weeks into the waiting period only to finally notice that one fatal flaw. Seeing it sooner would have made you change your mind about the truck for which you've already spent your own top dollar plus thousands more. When you're bored with looking through all of "your own" auction photos, start looking at others and see what types of issues seem to pop up. Then go back to the three you have your eye on and start at square one. Missing parts and fluid leaks are most often what you're looking for. Govplanet is really pretty good about documenting and photographing any visually apparent major mechanical issues and damage. If something isn't pictured, it probably isn't noteworthy. They couldn't care less about missing parts, but they will usually show that they are missing. They will photograph most all fluid leaks. To be blunt, what you see is what you get.
I noticed the auctions scheduled earlier in the day being easier to win. I bought mine on 6/28/16. It was an "All Humvee Sale". I liked this because it seemed to take the pressure off of the individual auctions. You'll see six humvees being offered at any given time instead of just one among a half dozen other miscellaneous items. The auctions are just five minutes long as planned, but they extend in time if they are getting bids. They've changed recently in as much as they will extend the auction more than twice unlike when I was bidding. They also now use $100 bid increments instead of the $250 increments that I had to deal with. Nowadays there are some trucks that start at $4000 or $7000 instead of the minimum $5000 from back in June. Each bid will extend the auction by two minutes. It's nerve wracking to be the high bidder and watch the seconds tick down. You'll often see non-runners missing most of their removable parts starting at $4000. Sometimes they go as high as $6000 to $7000, sometimes they go unsold without any bids at all. Anything can happen. Barely non-running to good running soft top models start at $5000 to $5500, and end up selling anywhere between $6500 to $14,000 depending on what exactly you're looking at. Hard top (Helmet Hard Top, NOT up armored or slant-back) models usually start at $7000 or so. A word of caution about hard top models: They are EXTREMELY popular. I'm not telling you that you shouldn't bid on one, but don't be surprised to see them reach into the $17,000-$18,000 range. If you land one for $12,000 that runs, buy a lottery ticket ASAP. (My first choice was a hard top that sold for $12,500.)
Be prepared to be outbid. DO NOT and I mean, ABSOLUTELY DO NOT bid every dollar you have. You'll get your head taken off in the post sale by taxes and fees. These are not included in your bidding price, and they are obviously non negotiable. I'll use my experience as an example so you can at least get an idea of what you could expect after the dust settles.
My final bid: $11,250 Govplanet seller fee (10%): $1,125 SF 97 (titling document) fee: $50 State Sales tax (California): $807.63 County Sales Tax (1.25%) San Bernardino: US $155.31 City Sales Tax (0.25%) Barstow: US $31.06
Grand Total: $13,419.00
This was the grand total I paid to Govplanet.com. I can't offer any input about their offer to finance these vehicles. I saved up, sold one of my pickup trucks, borrowed a bit from savings and payed cash. Given that vehicles in general are already ferociously expensive to blue collar guys like me, I don't even want to know what the terms of their loans might be. I wish I could tell you more about it, but that's all I've got.
After the sale, you'll be flooded with emails containing links and step-by-step instructions. One of the first things you'll need to do will be to let them know if you'll want a bill of sale for $25 or an SF97 for $50. The SF97 is a certificate to obtain a title. It is a bit more official than the simple bill of sale that they offer. I initially thought the SF 97 was going to be on its way as soon as the sale is over. Nope. That particular process doesn't even start until AFTER your EUC is approved. (More on that later.) A sample SF 97 looks like this:

You'll have to wire the funds to Govplanet within 3 days of the close of the auction. I noticed that the receiving account was a Wells Fargo account. I thought I could just transfer the funds at my branch because I have been a Wells Fargo customer for years. The process doesn't work that way. You can't dodge the wire transfer fee. The receiving account is some sort of "perfect receivables" affair that bankers will understand. The account basically exists for your particular transaction only, and probably ceases to exist after it is concluded. I forget now, but my branch charged something like $30 for the wire transfer.
One of the next two of the tasks you have ahead is signing a hold-harmless agreement. This is as simple as printing out the personalized form, signing it, scanning it and emailing it to the associated address Govplanet will provide. I use the term "simple" loosely in my own case. I have one of those Canon Pixma MX870 "do it all" print-scan-fax abortions that has to be rebooted twice to recognize that the computer is telling it something, and it has to be told five distinctly separate times to print. The scanning process is something akin to deciphering ancient Egyptian hieroglyphs while simultaneously baking a quiche. Ymmv, but I digress.
The other of the two hurdles is filling out and submitting the dreaded EUC. At face value it is a similar process to the hold harmless agreement. You'll be provided with a "fill EUC" link. It presents itself as a multiple choice type of affair. You answer a couple dozen very easy questions. You print it out, sign it, scan it back in and send it to another associated address that Govplanet provides for their EUC department. Most of your responses will be "N/A" if you're private US citizen buying the truck for your own private personal use. Those wanting to use the truck for a business of some sort will likely have a little more to fill out, but I can't say. The most basic definition for the EUC, or end use(r) certificate, is a document that the federal government uses to verify who is buying government property through the trade security commission (?) office in Battle Creek Michigan. There's no way around it unless it SPECIFICALLY states "No EUC required for this item" in the auction. You can pretty much forget about that particular possibility. The EUC is basically a "who I am and what I'm going to do with the government property I'm buying" type of document. It looks like any basic government form, and is easier to fill out than most tax forms. Here's a sample:

You'll quickly come to the realization that the EUC is the single most difficult part of the purchasing process. It is super easy to fill out, but it is the singular reason you get to wait AT LEAST twelve weeks for approval and for the vehicle release. So here's the hard part. The waiting. You will get no updates. Calling Govplanet and barking at them gets you nowhere. They don't have any answers to give. Your EUC is in Battle Creek in a pile of hundreds of others. Govplanet is very good about letting you know when you are approved. If they don't tell you, and you are checking the "Track EUC's" tab in your Govplanet account, that's all there is to know. Mine said the following for 12 weeks.

It was updated when they sent off a bunch of EUC's to Battle Creek on 7/6. Ignore it or check it 50 times a day. It will say the same thing. But DO check it. A friend of mine didn't receive an email notification of his approval. He wasn't checking in his account for updates and narrowly avoided being slammed with the $50/day storage fee that you'll be charged if you don't make shipping arrangements within 8 days of approval.
It's time for a reality check. I'm going to be completely honest, and this is neither a coy statement nor is it sarcasm. The wait time was a miserable, hope crushing, soul destroying experience. By week three I had already planned out every part I wanted for the next four years from eBay. By week six I had watched EVERY SINGLE YouTube video that has anything to do with military humvees or Hummer H1's. About week eight or nine I was ready to ask for my money back just to be done with the waiting. By week eleven I was pretty sure something was wrong, or that I had dreamt the whole thing. It was truly awful. I was offered a little relief about halfway through when I met a guy who had purchased a humvee back in February. His required the same amount of wait time. I can't say enough good about this guy for reaching out to me. He's really as cool as they come. Here's a shameless beauty shot of his A1.

We started fabricating a mount for a jump seat in the middle of the rear seats for his kids. It was seriously a HUGE emotional relief to be able to work on one in the middle of all the wretched waiting. His EUC took exactly twelve weeks to come back. Mine took three days less than twelve weeks if I count 7/6/16 as the "start of waiting"date. My EUC was approved on 9/26/16.
I joined the Steel Soldiers online forum for advice on EUC wait times. Many were waiting as long as 14 weeks, with one guy waiting as long as 19. User "Jwade" is a Govplanet employee and has helped many folks over there with all sorts of problems. If you're just impatient and you think badgering someone will help, save it. Remember: Govplanet is as helpless as you are for EUC approvals.
Then, one day, you'll finally get that fateful email saying that you've been approved. I had checked my account on that Monday morning at about 9:20am to see if I'd been cleared. It said the same thing it had every single time I had looked at it since July 6th. No joke, the email came 20 minutes later saying that I had been approved. Just like that, my "Track EUC page went from what it looked like above to this:

The next step was to obtain the item release form. It looks like this:

I called the customer service line when I couldn't find the "post sale" link that was referenced in the approval notification email. Turns out I had to click the "all purchases" button in the "purchases" tab in my account vs. just viewing purchases for the last 90 days. I was able to get the contact information for the Govplanet representative for where my truck was being stored, so I recommend calling them for that anyway.
With the contact info and release form, I needed a trailer. My A1 friend had decided to have his humvee shipped. He said the rate was somewhere around $450 and they were pretty quick to get it to him. I opted to drag mine home myself. I always wanted to see the Govplanet yard with all the humvees and other cool stuff. I was able to rent a Uhaul car hauler for $55. The humvees BARELY fit on them as long as they are the newer galvanized car haulers. They'll measure 82" between the fenders. It looks like this:

I decided to call the contact number I had received from Govplanet to schedule a pickup time. Apparently their Barstow site is pretty laid back with pickup times. The voicemail greeting said to just show up any time Monday through Friday between 7:00am and 3:00pm local time. I had initially planned to pick the thing up on a Saturday, so this grenaded the plans a bit. I drove down on the Friday before another friend who would pull the humvee home on Saturday. A little detective work found me a camping spot very close to their yard. I knew I'd be able to take delivery of the humvee and then camp while awaiting rescue.
When I finally arrived at the yard, I was a little surprised that it wasn't more busy. I had to poke around a bit and offer a few inquiring "hello?" type yells to attract any attention from behind the fence. Once I got the attention of one of the yard guys, he asked for the item release form I had printed out at home. I got the impression that having it loaded on my phone wasn't going to do it for him. He took the form and (I assume) checked the release code and told me to come inside the fence of the outer yard. He said he would be about ten minutes and that I should just sit tight. He never gave any impression of me going along with him to go find it. I had always thought I would be free to browse the yard for some reason, but apparently it doesn't work that way. There were at least twenty humvees in the outer yard for me to look at, so I didn't really mind not being invited to go browse the couple hundred in the inner yard.
After all the time I spent memorizing the photos from my auction, it was a little weird to see my humvee pull up in person. It was like being familiar with someone on TV but finally meeting them in person. The humvee was exactly like the photos had depicted. Others may have differing experiences, but mine was absolutely spot on. The only difference was that the truck was a little dirtier and that the odometer read two tenths of a mile more than it had in the auction (presumably from driving it back from the field where photos were taken). There had been a wheel chock in the back of the cab in the photos. It was in the exact same spot in the truck more than three months later. I had been worried that parts would get traded to other people when they picked up their vehicles. One of the reasons I kept bidding on this truck was because it is so complete. I soon realized that any such fears were completely unfounded. I asked the yard guy if the humvee had started up okay after all that sitting. He said it started right up without any hesitation. He hadn't noticed the odometer reading of only 36 miles. Even he was impressed with how nice this particular vehicle was. He asked if I could give him a ride back to his humvee, so I did end up getting to drive around in the inner yard a little bit.
Driving my very own humvee for the first time was absolutely awesome. Driving it in the midst of hundreds of other humvees was really pretty cool. Every minute of that awful wait was totally worth it. It was like spending years drooling on the window on the outside of a shop and finally being invited inside to get one. I was instantly enchanted by the sparse interior, the engine rumble, and the distinct view out of the windshield. The hood seems so short compared to what I'm used to. It is undeniably wide as well, and the airlift loops coming through it on either side of the radiator grille just looks awesome. A photo of the hood view taken later:

I was a little surprised at the lack of formality with the release process. He checked my release form and pretty much got it out of the yard for me before simply letting me have the silly thing. He was nice enough to follow me to the camping area with it and even waited for me to check in. I gave him a lift back to the Govplanet yard. I was expecting him to walk me into an office and check my ID as well as verifying all sorts of paperwork. He acted a little surprised to turn back around as he was walking away. I had asked in a kind of bewildered tone, "That's it?" His reply was a distant, "Yup. See ya." He turned back toward the shop again and left me there by myself outside the fence with the humvee. The steel door shut behind him and all went quiet again. As a hot breeze blew some yellow California dirt past me I was suddenly aware that I had been turned loose on the world with my war wagon.
